Huaxi district in Guiyang recently formulated and issued several measures on developing into an innovation-driven district. According to the plan, Huaxi will focus on several tasks, including becoming an innovative city, catalyzing innovative industries, strengthening innovative enterprises, establishing robust innovation platforms, and attracting innovative talents.
In a bid to catalyze innovative industries, Huaxi will propel new industries and formats such as the low-altitude economy, new materials, new energy, and biomedicine, and accelerate the development of a modern industrial system supported by advanced manufacturing.
To promote new industrialization, Huaxi will actively push ahead with the electronics and information manufacturing industry. Taking advantage of its surface treatment industry base, it will work to meet demand for circuit boards from enterprises for application in areas such as servers, new energy vehicles, aerospace, and energy storage batteries, to promote the clustered development of industries.
Efforts will also be made to support key enterprises in implementing technological transformations and building green parks and factories, and advance the integration of big data and the real economy to speed up digital industrialization.
By 2025, the green economy is expected to account for over 50 percent of the district's GDP and the output value of high-tech industries is expected to account for more than 45 percent of the district's output value of industries above designated size.
Meanwhile, the district's proportion of research and development (R&D) investment to GDP should reach over 3 percent, with the total number of talents surpassing 200,000. The district also plans to cultivate 45 high-tech enterprises and 20 science and technology-based small and medium-sized enterprises. Among the industrial enterprises above designated size, over 30 percent should be engaged in R&D activities.
