To further increase the efficiency of government services, Huaxi district in Guiyang, capital of Southwest China's Guizhou province, is promoting the reform of "one-stop services" in townships, towns and sub-districts.

The district is integrating various service windows at stations and offices into unified "comprehensive windows". Each service center in the district is required to set up two or three "comprehensive windows" and staff them with personnel. In 2023, the number of online applications processed through the Guizhou e-government service platform exceeded 20,000.

Relying on the Guizhou e-government service platform and based on the standardized list of rural government items across the province, a total of 88 items that can be processed at the village level and 38 items that can be processed at the community level have been identified.

By organizing training sessions for window staff, the district is able to promptly teach them various government policies and processing procedures, reducing the waiting time for service applicants and addressing the difficulties encountered by the public when using the service windows.

In addition, Huaxi has hired dedicated personnel and optimized service mechanisms at the grassroots level, providing "zero-distance services" and one-on-one nanny-style services for elderly people living alone as well as other special groups. So far, a total of 13,000 items have been handled via visits to households.
