The consortium's core entity is Huaxi District People's Hospital and it was jointly established by integrating the medical resources of Huaxi District Traditional Chinese Medicine Hospital, Huaxi District Maternal and Child Health Hospital, four community health service centers, nine township health centers and four private hospitals.

It will give full play to the comprehensive strengths of the grade II hospitals, drive the development of medical institutions at the grassroots level and better meet the medical needs of Huaxi residents.

Once the medical consortium is established, residents will be able to seek medical attention at nearby facilities operated by consortium members. Community and township medical facilities will be able to provide referrals and transfers to higher-level hospitals within the consortium for diagnosis and treatment.

According to the business needs of member hospitals, Huaxi District People's Hospital will also send medical experts to member hospitals for business and management guidance and personnel training to improve their medical service capabilities and management quality.
